Taxi apps such as Uber and Lyft must use fingerprinting to boost the strength of background checks on their drivers, following a resolution by Austin City Council in Texas. The fingerprint background-check resolution passed on a 9-2 vote, with only council members Ellen Troxclair and Don Zimmerman opposed. The resolution also sets in motion measures that would ensure that background checks for taxicab drivers are conducted nationwide.Uber and Lyft officials had said that drivers working fewer than 20 hours a week are critical to the reliability of their services, and that requiring them to visit an office to be fingerprinted dissuades many from signing up.Earlier in 2015, Uber driver Duncan Burton was arrested in Houston and charged with sexually assaulting a female passenger. Burton had served 14 years for drug charges and was driving for Uber without a city permit.
