Russia's Duma has prepared a draft bill on healthcare digitalisation, which will increase the availability of medical care for citizens, including those diagnosed with COVID-19 ('Coronavirus').In particular, the Federation Council stated that the Draft Bill proposes amendments to federal legislation that will allow the use of telemedicine technologies for the provision of medical care by permitting doctors to diagnose patients and prescribe treatment remotely.In addition, the Federation Council outlined that the Draft Bill includes additional methods of identification and authentication in the use of telemedicine technologies such as biometric data, enhanced qualified electronic signatures, and identifiers assigned by a medical organisation.
