Security Document World talks to Richard Rinkens, coordinator for Biometrics and Identity management, European Commission – DG Migration and Home Affairs, BelgiumRichard is a speaker at SDW 2015. SDW: What will your presentation cover at SDW 2015?RR: My presentation will cover the current gaps in the use of Passive Authentication at Border-Control because of the absence of CSCA [Country Signing Certification Authority] certificates. I would also present a possible way of seriously improving the situation through the creation and the central management of a Schengen Masterlist of these certificates.SDW: Why do you think this is an important topic?RR: Because of the steady increase in passengers, the desire in Europe to keep border-crossing time as low as possible and ever decreasing resources. There will also be an increase in Automated Border Control not just for EU Citizens but also for Third Country Nationals through the SmartBorders initiative. The absence of a human inspection of the travel document must lead to a thorough electronic inspection of the RFID chip and its data. Failing to do so will lead to a dramatic increase in travel document fraud.SDW: If there is one thing you would like our attendees to take away from your presentation, what would that be?RR: There is a lot of misunderstanding and some incorrect preconceived ideas around Passive Authentication and CSCA certificates. I'd like the attendees to understand that a CSCA certificate does not contain secret information and that it does not have to be exchanged through trusted diplomatic channels as long as the certificate is authenticated against actual and genuine travel documents that relate to it.SDW: What do you envisage the burning topics will be in your field over the next 12 months?RR: Following the SmartBorders pilot in 2015, the European Commission will present a new proposal on an Entry Exit System (EES) and a Registered Traveller Program (RTP) with possible important impacts remaining on the border-crossing process for Third Country Nationals. The situation regarding PNR will create further complications. For more details and to read about other speakers, see the full SDW 2015 conference programme.
