The hardest part of building interoperable DPI is building the legal mandates and data-sharing frameworks which demands strong influence and relationships with different stakeholders. Emrys Schoemaker, Head of Digital & Frontier Tech at the United Nations University Centre for Policy Research, shares his thoughts on the importance of having true multi-stakeholder governance to prevent governments, vendors and donors monopolising control and ensuring proper resources for vulnerable populations and civil society.
We discuss the governance dimensions to DPI, its service needs to citizens, digital sovereignty, and achieving digital transformation at scale. Schoemaker says full digital sovereignty is an illusion for most states due to the interdependence on global tech stacks, cloud and rather nations should view it as ‘agency’, focusing on control over other layers like data governance and procurement.
