Registered digital verification providers are being called to join the GOV.UK Wallet sandbox.
Private sector technology vendors will be invited to test their identity verification systems alongside a simulated digital driving licence in a closed test environment, which will lay the groundwork for a broader rollout planned for next year.
Under the testing phase, DVS providers listed on the government’s official register can access specialised developer tools, sample data, and test credentials. This pilot will focus on how private businesses, such as supermarkets, pubs, cinemas, and car rental agencies, can interface with government-issued credentials stored on citizens’ smartphones.
By opening the test environment, officials aim to refine real world verification interactions, including verifying and identity for restricted purchases or venue access, testing real-time credential updates, and ensuring security protections against fraudulent credentials.
The digital driving licence builds upon the infrastructure established by the GOV.UK Wallet’s inaugural credential, the digital Veteran Card.
Government officials stressed that the digital licence will be an optional, convenient alternative to the physical photocard, rather than a mandatory replacement. Physical photocard driving licences will remain fully valid.
“This collaboration in the test environment enables learning on both sides,” the Government Digital Service noted. “DVS providers gain an opportunity to prepare their own services, while government gains valuable insight into how the ecosystem will work in real life.”
Developed jointly by GDS and the Driver and Vehicle Licensing Agency, the digital driving licence is part of the broader Roadmap for Modern Digital Government, encompassing initiatives including integrating driver and vehicle account features natively into the GOV.UK app.
GDS confirmed it will host a dedicated technical integration event with industry stakeholders later this year to gather additional feedback prior to the official launch.
