Senior Taiwanese officials have confirmed that the country's first eID cards will be issued by 2019.Different agencies need to be integrated by 2017 before the card is rolled out in 2019, Chang Wan-yi, head of the ministry's Department of Household Registration, told local media.She noted that the card will have several applications, including as a national health insurance card and a citizen digital certificate. Chang also said personal information on one's income, medical record and household registration will only be accessible with more than one password.Deputy Minister of the Interior Chen Chun-ching has said the ministry would send a team to Estonia to see how e-ID cards and electronic voting are being employed."In principle, it will be a closed household system," he said, explaining that if the police or related agencies needed to use information, they would have to obtain the consent of the ministry."[That is] the most basic principle we will abide by," he said.Some 75 percent of the world's 144 countries have issued e-ID cards, said Chan.
