State issuers bear the responsibility for the integrity of credentials that honour the highest level of security.
Against a backdrop of growing fraud trends, facilitating identity theft and financial crime, good actors are advising how to keep up with evolving technologies, and face the practical realities of threats that even modern frameworks can’t fully secure against. Education is a security imperative. The Minimum Security Standards for Identity Documents provides practical guidance to navigate advanced features of security design and raise the bar on quality control and image management. One of the themes of the paper is the integration of physical security features with embedded digital elements.
