The U.S. Department of Health and Human Services (HHS) intends to temporarily continue a sole-source contract for access to Anthropic’s Claude AI tools for Enterprise and Government services. Anthropic has awarded a 6 month contract to use its existing services, maintaining workforce access to Claude for HHS personelle.
While companies race to keep their vital AI tools running, contracting experts are raising critical questions around how federal bodies can avoid emergency “vendor lock-in” and commitment to solutions with no opt-out, before launching broader competitive multiple-award BPAs. The capabilities covered will include coding assistance, agentic AI capabilties, and API access, as ExecutiveGov reported.
This will allow time for HHS to make a considered decision about procurement of AI solutions that benefit them, whilst balancing access to these tools with ensuring federal data protection and self sovereignty.
HHS deployed Claude in a full rollout in December, becoming readily available to staff throughout the organisation.
This news highlights the careful balance with procuring advanced technologies whilst not creating unnecessary dependencies in critical technologies (semiconductors, cloud). States and agencies tend to want to operationalise strategic autonomy, statehood, and translate high-level EU digital sovereignty into public sector execution, balancing domestic capability-building with international tech alliances.
