The EU Digital Identity Wallet, which came into force in October, is pathing the way for Finnish police to introduce a readily available digital identity document for public services.

A wallet application will be developed for voluntary use without cost for Finnish users in 2027; police authorities are already preparing by developing operating models and technical capabilities to verify digital identity cards.

In the future, the credential should be able to provide proof of age in digital and face-to-face interactions, whilst protecting the privacy of user data.

“The digital identity document is the first official credential that will become available in the wallet application. In face to face situations, it functions in the same way as a passport or identity card, but it is not a travel document,” says Chief of License Administration Hanna Piipponen.

At Identity Week Europe 2027, Government and law enforcement tracks will feature case studies from police authorities and interior ministries detailing how they are designing operating models, trust frameworks, and verification infrastructure for official state credentials.
