Estonia’s digital ID wallet is in the development phase to comply with the eIDAS agreement.

The Information System Authority is preparing to procure a stakeholder partner to work on the build. The procurement will find a suitable digital wallet service provider to develop a pan-European secure mobile solution with, enabling people to digitally sign documents and electronic documents.

According to the release, Margit Aus, Head of the Digital Wallet at RIA, said Estonia will create a new national eID tool that fits with the advanced digital ecosystem that Estonia boasts.

All member states must comply with eIDAS this year, which endorses cross-border trust and standardised national digital infrastructure.

“We expect the providers to provide a comprehensive solution that allows the user to securely store and submit personal identification data, use various certificates and give digital signatures. We invite qualifying companies to participate in the procurement,” Aus said.

As one of the most digitally advanced nations, Estonia defended its two positions that all members states must issue an eID and enable electronic signatures, which influenced the second amendment of eIDAS. These principles were defended in negotiations for the EU digital identity wallet, showing the country’s progressive stance on digital identity since 2002.

Estonia has not yet fully delivered its final, certified EU Digital Identity Wallet but is actively in the building and testing phase. The state is on track to meet the European Commission’s mandatory deadline for member states to provide a working wallet, but their progress involves building upon an extensive, 20-year history of digital identities and existing national solutions, such as the Eesti app and Smart-ID. Their e-ID solutions are now integrated into the Eesti app, which launched in 2025.

The development of an Estonian digital identity wallet was also undertaken under the four-year framework contract signed with Cybernetica in 2022. Digital identity company Cybernetica joined forces with Idemia to develop the interface of the wallet which began proper production in January 2024.
