The Philippines' electoral body is seeking entrants for a US$16.5 million biometric voter verification leasing contract for the general election in 2016. The Commission on Elections (Comelec) wants a verification system that includes 23,000 voter verification units (VVS), 4,000 polling centre technicians and 135 technicians for national support.VVS units will be installed in polling precincts to check a voter's biometric data. The biometric data that has been captured for the voter registry includes facial, fingerprint, and signature data. Last July, eight firms including Dominion Voting Systems and Smartmatic, the companies behind the automation of the 2010 and 2013 elections, displayed election technology for the Comelec Advisory Council.The event also featured the firms Indra, Scytl, Lambton Technologies, and Unisyn Voting Solutions. Comelec has made biometric enrolment mandatory for all voters, but as of December, some five million of the country's 54 million eligible voters had not been registered.The deadline for bids is 23 February, with Comelec adding that bidders should have completed a similar project in the past five years. The total approved budget is 727 million pesos (US$16.5 million). Bidding is also restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
