A tender announcement has been made for the procurement of a facial recognition liveness detection system, as part of the planned upgrade of Indonesia’s population data and civil registration systems.

Ditjen Dukcapil said the initiative will enable seamless citizen access to digital services across both public and private sectors, developing the existing Digital Population Identity application with new features, for example, advanced remote onboarding capabilities using passive facial biometric liveness detection.

The solution must be secure, and user-friendly, while remaining unbiased across Indonesia’s diverse population demographics. It must also be resilient against spoofing and cyber threats, scalable to handle high transaction volumes, and aligned with international best practices and standards for biometric security.

The project falls under the World Bank-financed “ID for Inclusive Service Delivery and Digital Transformation in Indonesia” programme, supported through Loan No. IBRD-9520-ID. Ditjen Dukcapil intends to use part of the loan proceeds to fund the contract, with payments processed through the World Bank’s Direct Payment disbursement method, except where letters of credit apply.

Under the tender terms, the selected vendor will be required to provide 16,092,000 liveness credits, each representing one successful passive liveness detection transaction. The credits will be perpetual and non-expiring, allowing them to be consumed at any pace. Deployment will take place on secured private cloud or virtual private cloud infrastructure located entirely within Indonesia, while the software development kit will be embedded into the existing IKD application. The contract duration is set at 12 months from the effective date.

Bidding will be conducted through international competitive procurement process.

Sealed bids must be submitted no later than 12 noon, WIT on 10 March 2026.

All bids must be accompanied by a Bid-Securing Declaration, and the successful bidder will also be required to disclose beneficial ownership information as part of the Contract Award Notice.
