REAL ID compliance has been categorised by 6 test stages for some U.S. states implementing the mobile driving licence, but overall more jurisdictions are in the process or have delivered MDLs for their residents. 

With the addition of mobile driving licences to digital wallets, states must ensure their compliance with REAL ID in the issuance process. The adoption rate of mDLs across different states is headed up by users that are increasingly demanding digital licences to be stored on smartphone devices – creating a six stage route to implementation.

Document Security Alliance member, AAMVA (American Association of Motor Vehicle Administrators), tracks implementation and its stages state-by-state with a data map which was published showing progress across the U.S. and Canada where one of six stages of the mobile driving licence program have been completed. With technology and interoperability varying across local states, this single resource is helpful in showing new announcements and regulation activity.

A driving licence within a mobile wallet is capable of being updated in real time and contains the same data elements used to produce a physical driving licence.

As the AAMVA website states, the data is “transmitted electronically to a relying party’s reader device and authenticated”. The AAMVA leads the standardisation efforts around MDLs at home and internationally to achieve global interoperability on security and acceptance of the licence by law enforcement, and airports.

The map shows purple countries which fully implemented licence interoperability which included: Colorado, Utah, Arizona, Oklahoma, Missouri, Lowa, Florida, Georgia, Louisiana, Mississippi. Kentucky, New York and Virginia were among other states that signalled progress towards interoperability implementation. No specific jurisdiction is indicated on the map to have delivered a fully operative mobile licence.

The most states achieved some legislative activity to support their phased rollout of mobile driving licences. These states included Alberta, Northwest Territories, California, Kansas, Texas, Tennessee and more.
