A second statement released by the IDDEEA calls out disinformation leading to the public’s unfair reaction to their digital identity and electronic signature services.

The agency responsible for digital ID services wants the public to be assured by their services and aware of the surrounding disinformation generated by the Ministry of Internal Affairs of the Republic of Srpska. For the second time, the ministry has shared their views on the topic, despite being banned to perform any tasks related to digital certificates or digital signatures. 

Offering unwarranted views which perpetuate confusion for citizens, the IDDEEA in the beginning invited the ministry, despite their incompetency or curiosity, to minimise ignorance and understand what the IDDEEA is actually doing.

By accident, misinterpretation or on purpose, the RS Ministry of the Interior interprets the IDDEEA’s competencies with issuing its ID services and implementing the overarching development strategy and policy in Bosnia and Herzegovina in the field of identification documents. It also manages databases and provides adequate infrastructure for operation and data protection.

The statement follows on stating that the “Law on Electronic Signatures of BiH, as well as the current Law on IDDEEA, all types of digital signing, as well as electronic certificates, whatever they are called, that have to do with identification documents are under the exclusive jurisdiction of IDDEEA”.

There is no framework for the provision of digital identity in accordance with EU regulation and before cohesion can happen, it is “necessary to harmonise the legal system with the EU regulation”.
