UK invites tenders for mobile biometric enrolment devices

The UK government is offering a £450,000 (US$588,000) contract for the purchase of multifunctional Mobile Biometric Enrolment (MBE) devices from a single supplier.

A statement from the Home Office said the aim of the project is to reduce the need for wet ink capture and enable a solution which can connect to the Authority’s biometrics database to digitally enrol fingerprint and other biographic data.

The solution will consist of a fingerprint scanner which includes MRZ functionality, and can communicate with an Android smartphone with an electronic notebook application. The tendered contract will also include a requirement for maintenance and support of the devices for a minimum 3-year period.

The contract is for the purchase of 150 Mobile Biometric Enrolment Devices with minimum 12 month warranty and ability to extend warranty for life of contract. Devices will need to be mobile (hand held) and able to enrol biometric and biographic data for enrolment rather than just verification purposes. Contract will be 3 years with option to extend 2 x 12 month periods to cover on-going support services. A software development kit will be required to integrate device with the Home Office android mobile phones. Additional support will be expected during this time to ensure successful integration. The Bidder’s proposed device will be physically tested as part of the ITT evaluation criteria, to ensure it meets the need for both identity verification and enrolment on to the Authority’s biometrics database in environments Immigration Officers are expected to use the device, (detailed in the procurement documents). Suppliers need to note that 3 product/prototype devices must be with the Authority for testing at the same time the ITT phase of the Restricted Procedure closes.

If a Supplier fails to submit a device by this date and time, they may be deemed to have not submitted a compliant bid and that may lead to exclusion from the competition at the Authority’s absolute discretion.

Since fingerprint templates are not necessarily standardized across all vendors, each algorithm developer uses their latest technology to showcase the full potential of their indvidual algorithms. The Proprietary Fingerprint Template evaluation determines the algorithmic capabilities of one-to-one fingerprint verification and assesses the accuracy of final stage fingerprint matchers used in one-to-many Automated Fingerprint Identification System (AFIS) searches. The most recent generations of the PFT evaluation cover:

PFT II: one-to-one fingerprint verification evaluation. Active between 2010 and 2019, PFT II was used to evaluate plain versus plain, plain versus rolled, and rolled versus rolled fingerprint verification scenarios and reported template extraction times, template sizes, and match times.
PFT III: the continuation of the previous PFT generation evaluations now includes several PFT III-specific datasets.

Fingerprint Cards AB (Fingerprints™) today announced that the company’s biometric PC solution is integrated in the power button of the Lenovo ThinkBook 14 and ThinkBook 15 G4 laptops. Lenovo is the world’s largest PC maker, with a market share amounting to approximately a quarter of global PC shipments in 2021.

The market outlook for biometrics in the PC segment is positive. Approximately 350 million computers were delivered in 2021, compared with around 300 million in 2020 and 270 million in 2019. The view among many external industry analysts is that the PC market will establish itself at roughly the levels we saw in 2021, a significant increase compared to pre-pandemic volumes. At the same time, the proportion of computers equipped with fingerprint sensors continues to increase. At present, perhaps one-fifth of shipped computers have a fingerprint sensor. We expect this figure to move to at least four-fifths, more or less in line with what we see in the mobile phone industry.

Fingerprints’ capacitive sensor solution for PCs, in combination with our tailored software and algorithm, perform fast fingerprint matching in line with the highest security standards while optimizing user convenience. It interfaces with Windows Hello and is available in two different versions. In computers intended for private use, biometric authentication usually takes place in the computer’s CPU (so-called Match on Host). In Enterprise PCs, it is much more common to use so-called Match on Chip, which is even more secure because the biometric data is stored on a separate chip. Tesco Clubcard Pay+ is an innovative first for the UK market, allowing Clubcard members to pay with their Clubcard and pick up extra Tesco Clubcard points wherever they shop. Shoppers can add money and ringfence their grocery spend from any UK bank account into their Tesco Clubcard Pay+ account, using the free Tesco Bank mobile banking app. Clubcard Pay+ also gives shoppers the power to save while they shop by rounding up their purchases to the nearest pound, saving the difference into a Round Up account. IDEX Biometrics ASA announces that the Swedish banking challenger Rocker is teaming up with IDEMIA and IDEX Biometrics to launch Rocker Touch, becoming the first in Sweden and one of the first in the world to scale deployment of biometric cards to consumers.

 Integrated Biometrics (IB),a leader in mobile FBI-certified biometric fingerprint scanners, today announced the promotion of Fred Frye to Chief Scientist. An IB co-founder and former CTO, the promotion enables Frye to focus on new product development.
With 30 years of technology industry experience, including 20 years of innovation in biometrics, Frye pioneered fingerprint acquisition solutions through the development of electroluminescent film science and the adoption of thin film transistors. He is the holder of multiple technology patents and is the inventor of an adaptive circuit to enable the dynamic capture of both dry and wet fingerprints. A noted technology expert, Frye led development of IB’s proprietary light-emitting sensor (LES) technology that meets the stringent fingerprint image certification requirements of the FBI with the sensor being approximately the thickness of a human hair.
As further proof of his visionary leadership, Frye led the creation of IB’s biometric presentation attack detection (PAD) technology, the world’s strongest spoof prevention for FBI-certified fingerprint scanners. Using a combination of electrical characteristics of the skin and deep-learning artificial intelligence (AI) software, the PAD capability utilizes sophisticated algorithms and AI along with LES film-based spoof detection for the highest level of live finger detection and fake finger prevention.

CEPA: Russian taking control of citizens’ biometric data

European policy think-tank the Center for European Policy Analysis (CEPA) has warned that Russia’s government has seized control of biometric data belonging to the country’s citizens.

CEPA wrote in a blog post that the Kremlin had assigned “state system” status to the country’s uniform biometric database (UBS). The system aims to confirm identity in online banking and primarily consisted of bank clients’ facial images and voice samples.

The organisation said that now that the country’s primary biometric database is fully under government control, the authorities can seek to corral people into handing over their data, expand the types and uses of such data, as well as filter out and take over commercial databases.

CEPA noted that in November, President Vladimir Putin said that only the state should have full “responsibility for biometric data collection” to ensure its security, and that it should also regulate access by third parties.

Only a month later, parliament adopted amendments to the Law on Information that did just that. UBS was declared a “state system,” giving the government full control, including regulating access to it, while Rostelecom remains its operator. The Digital Development Ministry is working to transfer commercial biometric databases to the UBS.

Samsung Electronics Co., Ltd., a world leader in advanced semiconductor technology, today introduced its new fingerprint security IC (integrated circuit) ─ S3B512C ─ with enhanced security features. The new solution is EMVCo and Common Criteria Evaluation Assurance Level (CC EAL) 6+ certified and performs in line with Mastercard’s latest Biometric Evaluation Plan Summary (BEPS) specifications for biometric payment cards.

“S3B512C combines a fingerprint sensor, Secure Element (SE) and Secure Processor, adding an extra layer of authentication and security in payment cards,” said Kenny Han, vice president of System LSI marketing at Samsung Electronics. “The S3B512C is primarily designed for payment cards but can also be used in cards that require highly secured authentications such as student or employee identification, membership or building access.”

The new security IC is the industry’s first all-in-one security chip solution that reads biometric information through a fingerprint sensor, stores and authenticates encrypted data with a tamper-proof SE, and analyzes and processes data with a Secure Processor. With the three key functions integrated in a single chip, the S3B512C can help card manufacturers reduce the number of chips required and optimize card design processes for biometric payment cards.

With the new security IC embedded, biometric payment cards will allow faster and safer interactions when making purchases. The biometric authentication removes the need to enter a PIN on a keypad and also prevents fraudulent transactions made with lost or stolen cards as it verifies the cardholder’s identity using a unique and securely stored fingerprint.

The solution’s encrypted fingerprint data is stored in a SE that has received globally accredited certifications such as EMVCo and CC EAL 6+. To safely and accurately verify the user’s identity, the new IC comes with a proprietary fingerprint authentication algorithm and a Secure Processor that extracts and analyzes the unique features of the fingerprint placed on the sensor. Furthermore, the chip’s anti-spoofing technology prevents unauthorized users from circumventing the security system with illegitimate methods such as artificial fingerprints.

IDEX Biometrics is entering a development agreement with MKSmart, a provider of smart card solutions for financial payments, access control, and government identification in Southeast Asia. This partnership will provide banks and other payment card issuers access to biometric smart cards with industry leading performance and cost efficient solution.

MKSmart is ranked among the Top 10 largest card manufacturers globally, and one of six card manufacturers worldwide being fully certified by VISA, Mastercard, China UnionPay, JCB, UPI, and GSMA. Based on the turnkey card reference design from IDEX Biometrics and Infineon Technologies AG, this comprehensive solution includes the IDEX Biometrics TrustedBioÒ sensor module, which includes a proprietary ASIC delivering biometric processing and power management, and the SLC38 security controller from Infineon Technologies AG.

Precise announced today a new collaboration with Infineon Technologies AG (“Infineon”) to jointly provide fingerprint technology, including Precise’s proprietary fingerprint algorithm, Precise BioMatch, to allow various applications, including automated adjustments of driver settings in vehicles.

Infineon is a world leader in semiconductor solutions with long lasting relationships with several ODMs, providing sensor solutions to the car industry. By connecting information of driver preferences to be verified and enabled through the users fingerprints, the vehicle could for example automatically adjust various settings of the car, but also login to applications after verifying the identity of the driver.

Fingerprint Cards second-generation T-Shape sensor module and software platform for biometric payment cards have achieved compliance with Mastercard’s new Fingerprint Sensor Evaluation Process. Having passed the former specifications last year, Fingerprints has proactively secured this updated approval to simplify the process for card manufacturers to launch second-generation biometric payment cards.

This development will minimize the time to market, lower related costs and is an important milestone for the deployment of biometric payment cards at scale, supporting greater convenience and security for consumers making in-store purchases.

The test was performed in line with Mastercard’s stricter anti-spoofing capabilities for biometric payment cards, which were issued last year. Targus, a leader in universal docking solutions and tech accessories, has partnered with a leading provider of connectivity and AI-driven technologies, Synaptics, to launch the world’s first biometric device built into a dock – the USB-C Hybrid/Universal 4K Quad Dock with 100W PD and Fingerprint ID. This exciting innovation (DOCK720) is one of several new connectivity solutions being showcased by Targus (Booth #16734) at CES® 2022, Jan. 5-7, in Las Vegas.

Suprema achieves ‘top market share in biometric reader market’, says report

According to the latest report by Omdia, a global market research firm, Suprema ranks first in global market share, excluding China in the field of biometric readers. Suprema is a provider of access control solutions, including biometric terminals.

Omdia said in their Access Control Database 2021 Analysis that Suprema recorded a global market share of about 13% in the field of access control devices using biometric technology such as fingerprint and facial recognition, winning against many global security companies in Europe, the Middle East, and Africa.

Based on this strong brand power in the EMEA region, Suprema was pushed into first place for biometric reader global market share in 2020, not counting China, Omdia said in their market report.

The report also noted that more than 15 million mobile credentials were downloaded in 2020 and stressed that contactless access control measures have grown rapidly since the onset of the COVID-19 pandemic.

Suprema was also selected as the number one brand in both the access control software sector and the mobile access card solution sector in a March 2021 survey by the international security publication A&S Magazine. Mobile access card solutions in particular, which were developed in response to the COVID-19 pandemic, have been multiplying at home and abroad due to the spread of decentralized identification (DID) and mobile identification cards, showing various possibilities for innovating new authentication methods.

Suprema, a global leader in biometric security and access control, announced the launch of an upgraded version of its X-Station 2 access control terminal, which now supports fingerprint authentication.

In May 2021, Suprema launched four models of X-Station 2, a next-generation “versatile intelligent terminal” that supports a variety of authentication methods from mobile access cards to RFID cards, QR codes and barcodes. The newest X-Station 2 model comes equipped with a fingerprint recognition module that provides more options for customers.

The main features of X-Station 2 include:

After successfully establishing its ultra-mobile 10-finger scanner,  today JENETRIC introduces the second generation of the LIVETOUCH QUATTRO Compact.  With enhanced functionality and available user guidance, the LIVETOUCH QUATTRO  Compact ups the FAP 60 scanner to become the first choice for fingerprint enrollment and  verification in mobile applications. 

Despite the small size of the device, it has been possible to integrate intuitive user guidance  into the device. The colored pictograms make it clear to the user at which point in time,  which fingers are to be placed and when the capture is finished. This reduces the need for  officer assistance, eliminates capture errors and speeds up the overall fingerprinting process.

The LIVETOUCH QUATTRO Compact Up thus combines two modalities in one device:  the capture of fingerprints in FAP 60 format and the scanning of documents in ID 1 format ,  such as ID cards, driver’s licenses or barcodes. For this purpose, the document is placed on  the scanning surface of the device. Focusing is not necessary, and reflections and disruptions  from ambient light are avoided, so an additional device for document scans can be omitted.

 IDEX Biometrics ASA, a leading provider of advanced fingerprint identification and authentication solutions for card-based solutions, announced today that Union Smart Card Co., Ltd. (Union Smart), of Shenzhen, China, is utilizing the company’s fingerprint authentication solution to secure the Cold Wallet Visual Payment Card. Union Smart has developed this “cold wallet” card solution in collaboration with six major banks for use in implementation of China’s Digital Currency/Electronic Payment (DC/EP) initiative.

Union Smart has leveraged its patented cold sealing card manufacturing technology to develop a payment card that includes Bluetooth and NFC connectivity, expanded storage, a display, and a keypad, in addition to IDEX Biometrics’ authentication solution. This innovative device represents a complete card-based solution for supporting payments using digital currency.

China has a stated goal to be the leading major economy to displace traditional, central bank backed hard currency with digital currency.
