The Santa Monica Police Department plans to spend $300,000 on fingerprint Live Scan services for the next five years, according to a City Council agenda.Live Scan is the California Department of Justice's (DOJ) national electronic fingerprint database.The DOJ uses this information to compile records of arrest and prosecution, known as “RAP sheets,” for individuals.In recommending continued funding for Live Scan, staff noted the City recoups some of the costs through fees charged by the Santa Monica Police Department for private background checks, including a “rolling” fee of $36.23, plus a processing fee of $32. If an FBI check in required, the SMPD adds an additional $17 fee, staff said.Ealier this year, the FBI launched a new initiative called Rap Back that links to its Next Generation Identification (NGI) platform.Rap Back will use the fingerprints that employees provide when they're hired, also tracking future arrests and other legal entanglements. Currently, employee background checks provide only a “one-time snapshot” of someone's criminal history, the FBI says.
